Guild hopping is now officially associated with known exploits: will exploiters be punished?

Hopping covers both mercing and alts. If you are going to put both under hopping bracket, then it involves thousands of guilds and hundreds of thousands of people who took merc help and used alts. That's a fact. You can't just target mercs and not blame guilds. Guilds benefited way more than the mercs. That's a fact. And yet @GeorgeRules and @Scruffy_Looking is targeting only mercs..why? Please explain.
