The very real issue is that if you don't stop these "little hits," then others follow suit with their own "little hits," and before you know it the raid becomes a free-for-all with no cooperation. Even good, well-behaved guild members will join in because they don't want to be left out of the raid. Consequences need to be clearly defined and rapidly enforced until everybody is on board. The rules are there for the benefit of everyone. You need to wear heavy boots for this job. Glad I am not an officer anymore for this reason.
The good news is that once the guild understands how to follow the rules, it gets way easier. Then the occasional infraction can just be brushed away.
