He's maxed on gear, and his speed was 122 + 69 = 187. I could have had him faster, but would have lost Potency, which is important if you want to land those shocks. It's a fine balance of speed and potency, so EP can go early for the initial shock chance.
As you know, he gains 15% TM, stacked, for every shocked droid, and of course Chirpa calling him, hopefully, for an assist, will get you a quick chance at a shock followed right up by another chance at a shock. You're at 3 now, so he's gaining 45% + Chirpa's 10% stack = 55% TM. The final 3 will start to come quick. If the main cannon goes off, not so big of a deal, provided you have a buffed tank to absorb it. You can also substitute STH to help with TM gain.
Can you tell us your CC, CD and Offense Stats?
Sure thing! Remember, EP is all Special Damage. There's nothing much of anything on his Special Critical Damage, BUT he was hitting Special Crit about every 4th and/or 5th turn.
