Has CG lowered drop rate for Flawed Signal Data?

Based on multi-year experience it was like 6-7 of them dropping every time after 100 crystal cantina energy refill. Cost-wise it was always like 2 times cheaper than buying them straight from supplies. Now in 7 runs they drop like 2-3 at all essentially making buying them from supplies more cost-effective? Or is it just me getting a strike of bad luck? I've been struggling to gather 35 of them for r7 for like a week now. And new node 9-F doesn't seem to drop them at all.
