Read the last part of that Q&A comment. It refers to balance and usefulness, again.

Balance > Lore most of the time, again.

In some cases it's balance, in others it's lore. Phoenix is strong as it is, the rest of the rebels are not that's why they get this new tag for better synergies so they can steam participate in Rebel events (Just like Phoenix) and still retain unique traits that works between them without interfering with other Rebels like Rogue One teams.

I really don't know how to answer this coz both Phoenix and RO are crap. And now there are gonna be new characters like Mon Mothma which gonna use Chirrut. And you are saying that Phoenix synergy matters.
Lore-wise, Hera can use that tag, balance wise... Rebel pathfinder got nerfed, so changing lines in code for hera won't take too much time if necessary(Ally -> Phoenix ally)

I still don't understand why you singled out Hera.

Because Hera was the primal contact for rebels. She remained rebel, Even fought during RO space battle. And she was the most loyal character to the rebel's cause.

Good lore reason, still doesn't take Balance into account, which is what matters.
