Horrendous Mod Drop Rates: Working as Intended

The multi- sim certainly seems to have effected drop rates. I've had a different experience, mod & shard drop rates have been excellent, but I very rarely get a single purple gear piece drop from light or dark battles. It has become a real problem and is concerning. Grinding 50 stun cuffs at a top rate of 1 per day using all free & both 50 crystal refreshes daily isn't sustainable. It's been like it since the mod update for me.
