I'm not doing mods at the moment as I got lots of health ones in Precraft 2.0. But I have been multi-simming shards - my wondering is if it's because when we go manual there is a time delay, this generates a new seed each time. With multi-sim they're potentially generated off of the same seed because there is no gap for the seed to go up (it's based off milliseconds I would think) - they could potentially be salting the seed or doing an artificial delay so only one RNG per seed, not sure.
But, especially if multi-simming they should be able to ensure you get a minimum of something, say 1 shard per 10 sims or 1 mod per 10 sims. Even if single simming they could store server side the amount of sims since last mod/shard and if you cross it you get a 100% chance next sim.
