How does tenacity work exactly?

I assumed since introducing all those debuff heavy and dependent characters that tenacity (mods) would play a more prominent role in the arena. Seems I was wrong. To illustrate: I am on a relatively...

So from this thread I gathered: defenders tenacity - attackers potency = actual chance of the debuff not beeing resisted? With a minimum of 15% resistance of course.
That should be added to those 15% imho...

I felt the same way. So in short: Right now I am better off with feeding my ST Han health set mods than tenacity?

The 15% is not added because it is not tenacity it is the min chance to resist hard coded in the game so even if you have 30% more potency than opponents tenacity they still have a 15% chance to resist.

With tenacity down there is still 15% chance to resist.
