How exactly does potency and tenacity work?

Wrong. If the resist chance was potency minus tenacity, then higher potency = higher resist chance.

Resist chance is tenacity minus potency, minimum 15%. As others have said.

You are correct. I typed it the wrong way around. Per my other post tenacity has to be more than 15% higher than potency for this to make a difference. So essentially tenacity mods are useless unless you go all out.
