How exactly does potency and tenacity work?

It's not as broken a mechanic as people claim it is, just harder than stacking Potency.

This is true it can be done, but it's like other odd mod stats ( crit avoidance, accuracy. ..) it's more situational then universally helpful.

I also ran an Accuracy primary on RG in the past. He's a taunter after all, why would I want his taunt to end early. And we were in the height of the dodge meta, so I used him stun targets so my others could hit.
