How exactly does potency and tenacity work?

So say vader has 50% potency and uses his basic on someone with 25% tenacity, what is the exact chance that he will inflict ability block on them? I'm just still really confused on how this works.

I put my tenacity mods on my rg, got him up 85%, I see very little resistance to the likes of Boba and tfp. Take into consideration that natural potency is higher for toons than tenacity, I belive tenacity is under powered. It's one reason why speed is key to this game. Tweek tenacity up a little, and you will diversify mods and the game for the better IMO.
