How to upgrade era levels on the new Marquee F2P?

Coliseum rewards are inaccessible for f2p. You cannot progress past the first reward, meaning your character gets stuck at level 5 or 6 unless you buy packs.  I unlocked and completed the marquee ...

The press release for the update implies you will be able to get 4* and fairly high era level on the characters ftp… I don’t see how that’s remotely true with this trashy ‘content’
