HSTR raid reward limits.

Can I get clarification on how the timer on Hstr rewards work. Many times I've been limited to 3 a week and then the next only 2. This doesn't make sense and having such a low allowed amount doesn't make sense. I understand the limit and agree one needs to be in place, but the limit restrains some guilds.

    Well, at 30K maximum daily tickets, and 110k to launch HSTR, you can only launch 2 every 8 days anyway. Most guilds won't be affected by the limit. Players that go off merc-ing will hit it often though.
