Hunter mercenary shard issue

So i have been farming members of bad batch for order 66 raid and was working on hunter mercenary when at some point I noticed the drop rates for his shards in cantina battle have been set to 1 rather than 2. Considering he is double drop from shipments I thought this was weird and brushed it off as a hickup from the recent update.
