You are looking to much at the lore and not at CG can do whatever they want.
I laughed a lot when the weeks leading to Ancient Journey announcement was filled with people saying "there is a precedence" and you can't have "heroic journey event without needing a base toon"
precedence doesn't mean squat in this game
