Short answer? You unlocked Maul. CG ripped you off. 

They guaranteed that FTP would be able to get all their toons to L65 (not L70 since L66+ requires 4 star characters, but you're correct that if you spend crystals to get to 4 stars, FTP has mats available to get to L70).

But they shorted you and every other player who has Hate-fueled Maul 1300 of the mats necessary to progress to L55. (You will have spare materials in your inventory for levels above 55.) 

I have no idea why they did this, and it's very, very possible that this was someone just not mathing correctly. But since they have known about this problem for a while and haven't offered a make-good, I wouldn't expect one now.
