Actually the gating isn't the problem it's actually to easy of a gate. How fast it actually takes to unlock a completely persistent event is in general lightning quick and gls are now starting to become quite ubiquitous. And the team needed to use them effectively is essentially ready to go to compete in arena. Perhaps that was cgs intent with gls but having a persistent event with a relatively easy unlock process is crazy. Probably should have unlocked at tier 5 not tier 3 with Ultimate at tier 6.
