EP's lead provides him 30% HP. When Palpatine was designed, it was already enough and new toons didn't have so much health except the tanks. Tendancy is now to be able to use toons at 4*, so they increase base health to be playable at that level.
Moreover, ShT is there to protect Palpatine so he does not need a lot of HP (in theory).
