@Dretzle I understand your point but I was trying to get across a slightly different one. The devs could very easily make better stat gains for offense (or any other characteristic) using other more easily available gear if they wanted to.
Example:
Mk 2 Czerka stun cuffs (blue; very easy to craft):
+3 Speed
+65 Physical Damage
+1.0% Tenacity

Mk 3 Czerka stun cuffs (purple; grind, grind, grind):
+60 Physical Damage

So not only could they make these weak characters easier to gear so that we could use them, but by giving them 'lower' gear (mk2 rather than mk3 cuffs) they would actually also improve their stats! So it seems deliberate (or badly thought out).
