Incoming Changes to Vader Zeta!

What's the bug exactly? I don't have Vader zeta'd, but was thinking of giving him my first one. Reading the bug post, it says that TFP shouldn't be reducing TM on secondary targets. I'm assuming they're talking about his AOE? Shouldn't TM be removed on the other targets though?
