I have two accounts; One is on my PC and the other is on my phone.
Since the patch today, I now experience roughly 20 seconds of lag every time I buy a shipment on my Android/phone account. I experience zero lag on the PC account.
This is ridiculous. Waiting around for 20 seconds every time I buy a shipment is insane.
This lag makes the game completely unplayable.
Actually, that was wrong. It worked one time. I closed out of the game and now the lag is back.
I cleaned out the cache again, relaunched, it worked for one shipment purchase, and now the insane lag is back.
It looks like that did it.

Try clearing the games' cache. That's usually the most likely solution to work for any problems after a patch or installation of a game on Android.
