I'm super confused by this. Had a guild mate get screwed over by this last time. He clearly has 5 empire toons, including the 3 specific ones required, which is how many can enter the battle. It's like it's not counting starck and veers as empire, so it thinks you have to have 7 or something.
I think this is a bug and I'm not sure why it hasn't been addressed long ago.
