GW scales with your power. So "high enough gear" isn't the simple answer you're making it out to be. In fact, many people get into trouble because they overgear one squad without having anything as a backup. That's fine for Arena, but in GW you're pitted against teams that have up to ~120% your best squad power (still using the old power ratings). So a deeper roster is usually more important than simply gearing up your best characters.
And some squads are simply better at GW than others. It's worth developing at least two if not three decent squads for GW.
