Random shard shuffle monthly. But keep limit the movement so people are always in a shard with others who started within the same 60 days to prevent new players from getting matched in shards with 4yr old accounts would help.
If people start setting up monthly shard chats then do the shuffle weekly. It can be a auto run job on their servers and takes 0 effort once set up.
how do you handle the regrouping? what order are they placed in?
CG could do it in a similar way as when they split up that one fleet shard. If they found a fair way to do it back then, they can also find a way to shuffle shards. They could take 2 shards, split each of them in 2 and then merge 2 halves from different original shards.
I think shuffling shards is a terrible idea, but it's not more complicated than splitting a fleet shard in 2.
they took some of one shard and split that into multiple other shards. that sounds a lot easier than taking X number of players and splitting them into Y number of shards, with some semblance of "fairness" to all.
also I dont think we ever heard any details about how this worked, so its hard to say anything regarding its difficulty for them to do or its fairness to the players who went through it.
CG obviously found a solution to selecting which players to move, where to move them to, and what order to place them in (your question). Of course they can find a solution to shuffling shards in a just as fair (or unfair) manner, as when they split/moved players from that fleet shard.
Just to be clear:
I'm not saying there is a solution which is fair for all. I'm saying there is a solution which just as fair (or unfair) as what CG did previously.
I think it would be a lot more complicated to move players from all shards multiple times, weekly, monthly etc... as opposed to splitting one shard up once.
