Radical solution (that will never happen)
Remove Arena from the game completely and move the rewards to a reworked Galactic War node that includes both fleet and toon teams. It solves the issue of collusion and fairness and makes for a more entertaining game as you wouldn’t be doing the same mirror match battles over and over every day at exactly the same time. The war should update regularly to include new meta teams. Arena is boring anyway.
