Is it against the terms of service

To have an arena shard and coordinate hitting non shard members down so that only shard members can reach top 5? These guys are instantaneously licking non shard members out just to be jerks. They are...

Do you have evidence of this premise? That there is a mafia style group controlling almost every shard? I believe there are a few shard chats that are that way, but I believe they are a very small minority.
