I will also add, that if we were not 4+ years into the game that I would think this game mode having a monthly (or whatever) swap like you suggest would be a problem. The issue of fairness I bring up now have to do with the fact that there is already some "homeostasis" to the system and that a change of this nature without a lot of care in the implementation would really drive away players and cause major issues.


also, without other measures in place they wouldn't solve the problem. the group of players that would be involved in the swaps would still be finite, and therefore could lead to a larger system that would figure out shards and organize chats within a day or 2 of each swap.
