I was about to vote yes then saw your reasoning. Can you explain how defense stats work, how they're helpful? No sarcasm, serious question.

Totally wrong! The problem with the defense is that +X% percent defense is added multiplicative and not additive, as for all other percent based base stats (as potency, crit rate, and so on). So plus 10% def gives you only 2% def in the end if your base def is 20%, but plus 10% potency gives you 20% if your base potency is 10%.
So long story short, you need to have VERY high base def to experience some benefit of applying a def mod on your hero, so it's exactly the opposite of what you are suggesting, rey will get nothing but 'highers' will see best payout.
In addition, the counter to def is defense penetration, which is not percent based but an absolute value. This is inconsistent and how that really is calculated no one knows ...
