Is there a delay on web store purchases delivering?

I bought the webstore package for the night sisters just released today for actual money and a shard package with game crystals. I did not receive in game the night sisters package but I did receive 7 shards from the crystal purchase. Is there a delay when real money is being spent today?  I have not experienced a delay in the past.
