Is this a DC bug

It's not a bug. It was the same with the Mandalorian Datacrons from a few seasons ago.

DS UFUs will still get the level 6 benefit from the DC, regardless of it being a LS level 3

But back then only LS Mandos got a lvl9. This would mean that Mara Jade doesn't get level 3 benefits despite her being the lvl 9 char.

Correct. She does not. That's just how this set was designed to function.

Great so the inquisitors can't benefit from this set because according to CG UFU are only light side.
