Way back when I proposed the following kit for Jar-Jar:

When it came time to vote, the community voted for my Jar-Jar idea and I won the poll. So there is definilty some Jar-Jar fans out there, but what I think won it was the fact that beating someone in arena with jarjar on your team would be awesome for bragging rights.
It was along time ago when I wrote this and there can definitely be some improvements but its along the same lines as the OP suggested, a clumsy attacker that doesn't always do what you'd expect, but if he gets lucky can produce exception results. Should synergize with QGJ, GK, JKA and maybe have anti-droid or anti-separatists bonuses.
Updated: Jar-Jar w/ half a B1 Droid (not sure how this Iconic fan favorite character didn't make the update)

Basic Whosa R Yousa: Attacks a random (not the currently targeted) enemy, if that enemy has no debuff inflict speed down, if enemy is debuffed, attack a second time against a random enemy and gain evasion up for 2 turns.
- Omega: add 25% chance for an additional attack for 125% damage to targeted enemy
Special Bombbad General: AoE damage with chance to stagger all enemies
- Omega: add chance to expose primary target
Special Yousa Gonna Die: Apply 3 Damage over times effects to targeted enemy, if enemy is already suffering any debuffs add a thermal detonator, if target if full health inflict Stun, if Jar-Jar has any buffs inflict health down, If Jar-Jar is debuffed inflict another damage over time.
- Omega: If General Kenobi or Jedi Knight Anakin are present they have a good laugh and gain advantage
- Zeta: This attack now hits a second random enemy as well.
Unique Gungan Superiority: Jar-Jar gains +5% critical chance, +5% evasion, and +5% potency for each non-Gungan ally.
- Omega: At the end of Jar-Jar's turn grant protection up to a random party member with less that 100% health.
- Zeta: If Jar-Jar scores a killing blow all allies gain critical chance up, 50% turn meter, and Cooldowns -1
Unique Life Debt: Jar-Jar will Taunt any time Qui-Gon Jinn takes critical damage and gains 3/6/9/18/21/24% turn meter.
