Just change Neutral Hondo to DS and get rid of the pointless alignment

With new GL Hondo coming out as DS, it's clear that CG's bailed on the Neutral faction.  They added ONE toon to it years ago and not a single new one. No old toons switched over, no new toons created. It clearly flopped, and it's stupid to just have one neutral toon in the entire game of 250+ characters. Own up to the failure and just make the fix already.
