Kanan Jarrus' Total Defense Zeta should apply to Phoenix and Jedi

As the title suggests, I believe that allowing Kanan's Total Defense Zeta to dispel all debuffs on Phoenix Squadron and Jedi and to apply the turn meter for Jedi would give him more competitive viabil...

Right now, having Ezra with Kanan in a Jedi squad is the only way to get any use of this zeta.
