Vader's toying with Obiwan. Vader doesn't consider him a threat at all and simply wants him to suffer. He's overconfident and arrogant, just as he was in ep3, and has no doubt that he'll catch Obiwan again. Seemed pretty in character to me. He also merely walked away when the falcon escapes at the end of ep5.
IMO third sister is the stupid one, much like Krennic. Her ambition is overriding her sense. The rest of the inquisitors are rightly afraid of Vader. I don't expect things will end well for her. For plot clarity it makes sense that she's the main one chasing Obiwan that we focus on, and there is definitely a personal grudge there. But she's already been derailed by the GI and 5th on separate occasions, so she's not infallible.
I did like that Reva seemed to recognize the hiding spot, like she's been there before, perhaps as a force-sensitive child being led to safety by the path. I'm really interested to see her origin story.
