You're missing the point. KENOBI is underwhelming while cut off from the force. The main plot here isn't Kenobi vs. Vader, and it wouldn't be Kenobi vs. 3rdSis if they took out Vader.

The main plot here is Kenobi vs. himself.

If the main plot here was Vader vs. Kenobi, Kenobi wouldn't live to see A New Hope.

Sure, and that’s why they are doing the character arc from starting off in a bad place to redeeming himself. But they didn’t make the show to only talk about how kenobi is old and broken. You still need a good villian and Vader is the best villian associated with kenobi. I’m open to other villian/story ideas, but I think it makes since why they put Vader in.
