Relic level doesn't remove tenacity up. They need a dispel. Every other team that is capable of entering has a dispel.
Scavenger applies tenacity down with his scrap bomb.
That being said, I wouldn't mind if Jawas get a little love. Slippery slope though - I already groan when I see them in conquest.

Because Ten Down is instantly dispelled to remove Defiance Stacks from Krayt.
If it has no Stacks, it is immune to Ten Down.
You can't use Ten Down for it's purpose in the Raid.
