It's like this... Would you rather have Vader use culling blow before force crush?
Prioritize them as they would be played by a person. As it stands now, if Lash Out is not on cool down, AI will use it, and never Outrage, until the cool down doesn't reset.
It's the same change they made to Rex and Phasma, and many other characters. You want the AI to control them as close to how the player would.
