Whose job is it? Customer service tells us they can't do anything, it is up to the studio. It's a serious issue, just as bad as exploiters, if not worse because it directly affects loyal, paying customers. Nothing is worse than the feeling that you have been robbed of something that you should have and then being told to buzz off.
