Since you can only request one thing per 24 hours, and you can only donate one thing per request, yes the timer should dissuade this. Not exactly the fast track to more gear for a players main account. Some? Sure, but my my guildies donated the 5 pieces I needed within 20 minutes. No point in making an alt just to farm gear. That would actually be the slow way.

So six members of a team, each with an alt account, can now farm five pieces of raid gear salvage on that account, and trade 1 to each of the other five, for five pieces of what they need. This just means that alt accounts can now be used as direct siphons for the primary account, and not just to bolster the guild raid coins.

Oh well, this just puts more in the hands of the wealthy.
