While it may be an issue I don't believe it is an un-intentional issue. This game has a history of creating haves and have nots as the have nots have a desire to spend money (or at least that is the intent) to catch up to the haves. The entire game design is based on this premise to drive revenue... competition for raid rewards, pre craft 1.0 and now 2.0, premium only toons, raid gear in shipments... it is a business generating revenue using science to do it. It's brilliant.... and it won't go away.
