The OP conveniently left out the fact that the same update that reduced the drop rate and increased the cost also significantly nerfed the mods drastically. Not only are many of the bonuses slashed, but the bonuses now longer stacked.
People that "stock piled" mods also had the value of that "pile" absolutely decimated a few days later. Some people spent significant amounts of real money in that first 24 hour period - then had the value of that investment obliterated by the ensuing nerf.
So yes, it should be addressed - but in a way that is fair to those on both sides. And that's practically impossible. Which is why they are doing nothing.
