Well considered. As a thought, is this problem amplified by the greater disparities in the qualities of fleets as opposed to those in squads?
For most factions it seems as though the top tier can be beaten by an “A” tier squad, not necessarily requiring a GL. Examples being Sith trio/empire, CLS, GAS 501st, Imp troopers etc for their respective challenges can often do the job with relatively little reliance on RNG.
With fleets there is a far greater disparity, with clear tiers between the very top, Levi, the old meta, Exe/Prof, GET2, and then those below. Sometimes the odd ship like scythe, echelon, defender, or another can boost one of the lower tier fleets, but there’s a reason why Levi/Prof/Exec have ruled the roost in arena and GAC for the last few years. The problem then appears that even with the modifiers, which should level the field and undo the advantage given to the CPU, it’s hard to overcome the disparity in the pure qualities of the fleets. Executrix with scythe beats Finalizer, as it does in lots of other areas of the game, especially with the stat boosts the CPU units get.
For my money I’d like to see far stronger advantages given for using the faction, particularly if the inherent quality of the fleets is mismatched. One solution here could have been adding that if the CS is FO, then no enemy units can ever gain TM. A bit like Hux in squads. That would have negated the TM boosts from Tie dodges and might make it am easier.
Only reason that won’t work: it requires the CG devs to actually understand the inherent powers of the different fleets.
