This tells us, your finalizer is just not good enough. So everything is as inteded. Your other fleets would be good enough but your finalizer is just not relicted as the other fleets. But that is the challenge. Thats all.
Or alternatively it highlights the disparities in the qualities of fleets. A hierarchy which was literally designed into the game.
