No, after CG's change to require 5 ships it is obvious that their goal was to require a faction specific fleet. The "Puzzle" never should be to dump the favoured faction ships in a fleet that is not the favoured faction and "cheese it".
Just go through the forums, go through the threads and you will find countless of comments where people are (rightfully so) told to not whine when they don't have something required high enough (or at all) and build up those requirements if they wish to be able to get something. Seriously, since when should it be ok to be able to complete something that requires a specific faction without having built them up(enough)? And since when is it logical that you are at a disadvantage when you actually have built it up and use it? That makes no sense whatsoever and you can try and call it a Puzzle as much as you want. No, that is no Puzzle! Not when it is about a specific faction.
A Puzzle is a feat like remove 400 TM, because there you have to get creative and combine toons that are often not in synergy with each other. But a faction specific feat should -never- disadvantage the actual use of that faction but encourage it, by modifiers specifically for that faction.
