Yes but when you have similar mods like everyone else does for the same characters because they want to the max performance out of that character you really don't get that much of a difference and yes you are competing against the next guy that's what Galactic war and arena battles and in the future TB battles also
The guy who started a year after you isn't in your arena shard. GW is based on power rating so when the person who put that team together started playing is irrelevant. And nobody knows how GvG is going to be paired yet.
