Leviathan vs Executor question.

Can somebody explain why when Leviathan gets to ultimate vs executor the first target lock they get procs the undispellable breach and target lock instead of the 20th? I’m not too familiar with the le...

Reviewing this further I think it is clearly a bug. It doesn’t make any sense for Executor to apply undispellable breach and target lock after 1 target lock. Is this a known bug?
