Report the player, see if that nonsense falls under "you agree that when using a Communication Service, you will not: defame, abuse, harass, stalk, threaten" in the games T&Cs as that does seem a little stalky and contains a weak threat while certainly being harrassment.

Seconded.  Point out that you're account is more developed than this player.  So, the comments must be personal.  BS like this gets under my skin.  There's no need for ship shard 'mafias' to be like this.
