Loan level issue

From what I see, there is a problem with the loan upgrade coins. I have colleagues in the guild who have R5-D4 and at lvl 6 but they receive loan upgrade coins as for lvl 9. Almost all the active ones have also received a bonus that is 4loan extra (without putting money into the game) and I am the only one left out. I see many problems on the forum regarding loans, are those at CG discriminating? I mean I have been active for 10 years, I have also invested money in these years (not many as an obsession) and I buy 6k and 12k packages. I have colleagues who have not put a penny into the game, I have not put in for 2.3 years but the rest of the colleagues receive extra loans, regardless of lvl and stars from R4-S5 and I remain outside? This is not the first time I have had this happen in this game but I am also tired of favoritism.
