My shard has a 7* with 18 loaned and another has a 6* with 21 loaned. Both have level 26 R5. So it is not related to stars. Also seems unrelated to R5 level from what I can see.

I see 2 era levels in the $30 pack, but that's a 1 time purchase. Can't see anything in the webstore either.
