Yeah, there are definitely some leveling tokens in packs. And then some from daily income (I think -- I received 2 yesterday at Coliseum reset). So they come from various sources. The most annoying part is that it's really unclear, which gives the impression it's just random and some get 'lucky' and have far more than others.

Episode Pass awards three
Pass Plus awards a bundle that has another five. Plus 20 shards of R5 and Zeb. To collect this, you have to log into the web store and physically click on the crate.
Tier 1 R5-D4 $30 shard pack gives two.
Tier 2 R5-D4 $100 shard pack gives seven.
And you get 3 per day. Since this is now day 3 you should have 9 levels plus your 5 for level 14 if you bought nothing else. To collect this you have to open your in game mail each day.
That makes no sense I’m lvl 18 and I bought the pass and have 5 star R5 and by your math I should be era lvl 21
My Zeb is level 55 and R5-D4 is 49. Loaned units were brought up to 48 today but for the last three logins, I got +1 loaned units level increase. Can't find anything to explain this.
I have no clue now how the loaned units are supposed to increase or what they should be at. I have gotten 1 level for the last 3 days, 2 each on Sat and Sun. I am really confused by the logic. How is it fair to players if each day you might increase levels by 1-3 and it's "random" which would mean players getting 3's each day have much higher leveled loaned toons and can progress that much easier while the ones getting 1's who are now significantly disadvantaged and can't progress.
I bought the pass and got 3. Then after a week, I started declining in my rankings so this month I bought the pass+ to climb back up.
I didn't get any levels for the pass+. None! I contacted EA. And they said they aren't giving them this month. I spent $42.62 for nothing. I told them that it was the only reason I spent the money and I want my money back. They don't care.
I've been playing since August 2015 but I'm seriously considering hanging it up over this.
